The Metropolitan Topeka Planning Organization (MTPO) is designated as the Metropolitan Planning Organization (MPO) to carry out the continuing, cooperative and comprehensive planning programs, including transportation planning for the Topeka Metropolitan Area. One of the responsibilities of the MTPO is to prepare Kansas Department of Transportation (KDOT) and Federal Highway Association (FHWA) mandated transportation documents. These documents program how and where Consolidated Planning Grant (CPG) funds for transportation projects within the MTPO Area will be spent. These federal funds are allocated annually and usually require a 20% local match.

Projects that are eligible for transportation federal grant funds must be regionally significant and appear in the sponsoring partners 5-year Capital Budget. The MTPO partners include the city of Topeka, KDOT, Shawnee County, and the Topeka Metropolitan Transit Authority (TMTA). The CPG grant funds include both FHWA as well as Federal Transit Association (FTA) funds.

Public Notice: Topeka Metropolitan Transit Authority uses the Transportation Improvement Program (TIP) development process of the Topeka Metropolitan Planning Organization (MTPO) to satisfy the public hearing requirements of 49 U.S.C. Section 5307(c). The TIP public notice of public involvement activities and time established for public review and comment on the TIP satisfies the program-of-projects requirements of the Urbanized Area Formula Program.
